Clean Power 2030 and Great British Energy: What They Mean for Jobs
A neutral explainer on the UK's Clean Power 2030 plan, Great British Energy and the Clean Energy Jobs Plan, and what they could mean for energy jobs and skills.
The Milford Haven Waterway is lined with LNG terminals, a refinery and a gas-fired power station, while Pembroke Dock is developing as a base for marine energy and floating wind. Search Pembrokeshire energy vacancies with operators, contractors and port businesses, and apply free.

Milford Haven sits on a deep, sheltered natural harbour, and that depth has drawn energy businesses for generations. The Port of Milford Haven describes itself as the UK's largest energy port, with terminals on both shores of the Waterway handling a large share of the country's gas and oil supplies.
For job seekers, that means steady demand for process operators, maintenance technicians and marine staff, plus bursts of contract work whenever a plant shuts down for planned maintenance. Marine renewables and floating wind are now adding engineering and port roles on top.
| Site | What it does | Typical roles |
|---|---|---|
| South Hook LNG and Dragon LNG | Liquefied natural gas import terminals | Process operators, instrument technicians, jetty and marine staff |
| Valero Pembroke Refinery, Rhoscrowther | Oil refinery on the south shore of the Waterway | Operators, mechanical fitters, inspection engineers, turnaround contractors |
| RWE Pembroke Power Station | Gas-fired combined cycle power station | Control room operators, electrical and mechanical technicians |
| Pembroke Port and Pembroke Dock Marine | Port operations and a base for marine energy and floating wind | Port operatives, fabricators, marine engineers, project staff |
Pembroke Power Station opened in 2011 and was designed to run almost continuously. It now starts and stops its gas turbines far more often to balance wind and solar output on the grid, which has raised the value of electrical, controls and reliability skills. Valero's refinery is one of only a handful still operating in the UK and receives its feedstocks by ship through the Waterway.
Hydrogen and carbon capture have also been studied for the Waterway's industrial sites as part of wider plans to cut emissions from South Wales industry, so engineers with process safety and gas experience may find these skills in growing demand.
Pembroke Dock Marine, funded through the Swansea Bay City Deal, is redeveloping parts of the historic dockyard so that marine energy and floating wind companies can build, test and maintain equipment there. Alongside it, the Marine Energy Test Area, led by Marine Energy Wales, offers pre-consented sites in and around the Waterway for testing wave and tidal devices, and the Offshore Renewable Energy Catapult has set up a marine energy engineering centre in Pembroke Dock.
Further out, The Crown Estate has awarded seabed rights for floating wind farms in the Celtic Sea to Equinor, Gwynt Glas and Ocean Winds. These projects are at an early stage, but they will need survey, consenting, marine operations and maintenance staff over many years.
Terminals, the refinery and the power station run around the clock, so shift operators, mechanical fitters, electricians and instrument technicians are the core of local hiring. Experience with permits to work, isolations and COMAH-regulated sites is highly valued.
Planned maintenance shutdowns, often called turnarounds, bring in scaffolders, riggers, welders, pipefitters, inspectors and supervisors for a few weeks at a time. Day rates are typically higher than pay for equivalent permanent roles, but the work comes in peaks and you may travel between sites.
Pilots, tug crews, mooring teams, harbour engineers and logistics staff keep ships moving safely, while marine renewables projects recruit engineers, technicians and vessel crew.
Pembrokeshire College in Haverfordwest opened a Welding and Fabrication Centre of Excellence in 2023 with floating wind in mind, and it runs an Energy Transition Skills Hub supported by Shell UK. The hub includes a process control simulator and covers floating wind, hydrogen, solar, tidal and gas power, which makes it a useful step towards control room work. Course details are on Pembrokeshire College's website.
For offshore and marine roles, employers usually ask for basic safety training, such as GWO courses for wind or OPITO-approved courses for oil and gas, along with a medical. Check what each advert specifies before you book.
Milford Haven station is the end of a branch line from Johnston, with Transport for Wales trains to Carmarthen, Swansea and Cardiff, many of them continuing to Manchester. Pembroke Dock has its own line to Carmarthen. The Cleddau Bridge on the A477 links the two sides of the Waterway, and Irish Ferries sails from Pembroke Dock to Rosslare.
In practice most site workers drive, because shift times rarely match bus and train timetables. Many people live in Haverfordwest, Neyland, Pembroke or Tenby and commute across the Waterway.
Search energy vacancies across the UK using Milford Haven, Pembroke Dock or Pembrokeshire as your location, and add a keyword such as process operator or turnaround to narrow the list.

The Waterway is home to the South Hook LNG and Dragon LNG terminals, the Valero refinery at Rhoscrowther and RWE's Pembroke Power Station. Pembroke Port and the Pembroke Dock Marine project add port and marine energy work on the south shore.
Operators set their own shutdown schedules, and contractors usually start recruiting weeks or months ahead. Keep your tickets and medicals current and make your profile visible so recruiters can contact you when a shutdown is announced.
Pembrokeshire College in Haverfordwest has a Welding and Fabrication Centre of Excellence and an Energy Transition Skills Hub with a process control simulator. Offshore safety courses such as GWO or OPITO training are run by approved providers, so check which ones the employer accepts.
It can be. Pembroke Dock Marine, the Marine Energy Test Area and Celtic Sea floating wind leasing are bringing engineering and marine work to the area. Many of today's roles are in survey, consenting and project development, with operations work expected later.
Usually, yes. Trains run to Milford Haven and Pembroke Dock, but shift times at terminals and the refinery rarely match timetables. Some employers support car sharing, so ask at interview.
